Ecosystem recovery is accomplished not only through individual projects, but through larger, programmatic efforts that provide regulatory structures, technical support, resources, and other guidance that advance Puget Sound recovery. Program effectiveness helps the region, at a larger scale, identify the most effective and impactful actions or groups of actions, understand social and political barriers that limit progress, and ensure effective and efficient use of resources.
